The City of Grayville City Council was called to order on Monday, September 8, 2025 at 7:00 P.M., by Mayor Thompson with the following members present at roll call: Commissioners Ford, Browning, James, absent was Commissioner Baldwin. Also present for the meeting were, City Administrator Robert Hatcher, City Attorney Jay Walden, Treasurer Sharon Walden. Visitors present: Andy Brock, and J.C. Tinsley
CONSENT AGENDA: Mayor Thompson asked for a motion to approve the Consent Agenda. Commissioner James made a motion to approve the consent agenda. The motion was seconded by Commissioner Ford. The motion carried with all those present voting Yea.
TREASURER’S REPORT: Treasurer Sharon Walden presented the Treasurer’s Report She reported $1,648,996.25 in Restricted Accounts, $1,454,158.71 in Investments and $$55,882.97 in Cash Available for Operations. The Total amount of funds is $3,047,271.97. Treasurer Walden informed the council that a negative amount was listed in the Cash Available for Operations. She stated this was nothing to worry about that it was normal for this time of the year. Tax deposits would be made before payroll would be going out on Friday. Commissioner Ford then made a motion to accept the Treasurer’s Report as Presented. Commissioner James then seconded the motion. The motion then carried by unanimous roll call vote, with all present voting YEA.

ENGNEER’S REPORT: None
POLICE CHIEF REPORT: Mayor Thompson presented the Police Chief Report due to the absence of Chief Siegel. After reading the Police Activity Report for the month of August, the Council had no questions for Mayor Thompson.

MAYOR THOMPSON: Mayor Thompson reported that it appeared that the Grayville Days Celebration had a good turn out on all days. No other issues to report on.

2nd Reading of Ordinance 969-Amending Chapter 114-Solicitors/Peddlers Ordinance: Mayor Thompson presented the council with the 2nd Reading of Ordinance 969-Amending Chapter 114-Solicitor/Peddlers Ordinance. Commissioner James then made a motion to suspend 2nd reading of ordinance 969. Commissioner Ford then seconded the motion. The motion then carried by unanimous roll call vote, with all present voting YEA. Commissioner James then made a motion to approve Ordinance 969. Commissioner Ford then seconded the motion. The motion was then carried by unanimous roll call vote, with all present voting YEA.
NEW BUSINESS:
Open Sealed Bids for Sale of Excess Equipment: Mayor Thompson began to open the sealed bids. The first bid was from Alex Youngblood in the amount of $1,500.00 for the bucket truck. The second bid was from Emergency Remarketing in the amount of $768.18 for the 2015 Ford Explorer. The third bid was from Louis Evans in the amount of $550.00 for the Scag Zero turn mower 60″ deck, and $600.00 for the Ford Bucket Truck. The fourth bid was from the Little Wabash Fire Protection District in the amount of $2,000.00 for the 2012 Ford utility truck. No other bids submitted for the air compressor. Mayor Thompson then presented that the highest bid on each piece of equipment be accepted. Commissioner Ford then made a motion to accept the Highest Bids on each piece of equipment. Commissioner James then seconded the motion. The motion then carried with Commissioners Ford, Browning and James voting Yea. Mayor Thompson Abstained from the vote. Commissioner Baldwin absent.
Friends of Grayville request for street closure for annual Car Show on October 4, 2025: Mayor Thompson, then allowed Andy Brock to speak to the council on this request. Mr. Brock requested that on Oct. 4, 2025 between the hours of 6am and 4pm, North St from the 4 way to Main st be closed along with Middle St at North. Commissioner James then made a motion to approve the Street Closure on 10-4-2025 from Gam to 4pm. Commissioner Browning then seconded the motion. The motion was then carried by unanimous roll call vote, with all present voting YEA.
Quotes-for demolishing city owned properties: Mayor Thompson presented the council with quotes for the demolishing of 117 E. Martin St for $9,800.00 and 611 Water ST. for $6,350.00 both from Guisewite Excavating. Mayor Thompson noted that 611 Water St. had not yet been deeded to city, but was in the process. Commissioner James then made a motion to approve the quotes for demolition. Commissioner Browning then seconded the motion. The motion was then carried by unanimous roll call vote, with all those present voting YEA.
Setting of Trick or Treat hours for the City: Mayor Thompson presented the Council with the setting of Trick or Treat hours. Mayor Thompson informed the council that Halloween trick or treat hours could be set between 5 and 8 p.m. on the 31 st of October. Commissioner James then made a motion to set trick or treat hours on October 31, 2025 between the hours of 5:00 pm and 8:00 pm. Commissioner Ford then seconded the motion. The motion was then carried by unanimous roll call vote, with all present voting YEA.
Ouotes for Sewer Work: Mayor Thompson presented the council with a quote from Hydromax for Vac Truck services for two days at $5,000.00 a day for a total of $10,000.00. Commissioner James then made a motion to approve the quote from Hydromax for sewer work for $10,000.00 for 2 days. Commissioner Browning then seconded the motion. The motion was then carried by unanimous roll call vote, with all present voting YEA.
ADJOURN: Since there was no further business to discuss, Commissioner James made a motion to adjourn, seconded by Commissioner Ford. The motion carried.
